Ukraine Presented the Chornomorsk Port Container Terminal Concession Project in Warsaw

Ukraine has unveiled the concession project for the Chornomorsk Port Container Terminal in Warsaw — the country’s first such initiative launched during wartime. The project was presented by First Deputy Minister for Communities and Territories Development, Alona Shkrum, in cooperation with the EBRD, IFC, and legal experts from EY Ukraine.

The concession does not mean privatization — the terminal remains state-owned, while a private investor will manage the facility, invest in its development, and share profits, while also meeting significant social obligations.

The project aims to attract investment, modernize the port, create jobs, and secure stable revenues for the Ukrainian economy. The terminal operator will be selected through an open tender process, overseen by the EBRD and IFC to ensure full transparency.

The presentation gathered over 20 companies from four continents — leading operators of major global port terminals. According to Alona Shkrum, the strong interest reflects growing investor confidence in Ukraine and the willingness to implement large-scale projects even during wartime.

The next steps include finalizing tender procedures, establishing the concession commission, and inviting the world’s top port management companies to participate.
