Sławków on the logistic map of Europe – construction of a key road link to Euroterminal starts

The city of Sławków is embarking on the largest investment in its history – the construction of a new road system connecting national road No. 94 with the Euroterminal and the PKP LHS station. This is a project of strategic importance for intermodal transport, strengthening Sławków’s position as a key link in the TEN-T network and the western terminus of broad-gauge line No. 65, which is part of the New Silk Road.

The contract for the investment was signed on 22 July 2025 in the presence of representatives of local authorities, government and industry partners. The contractor for the project was MIRBUD S.A. from Skierniewice, selected in a tender procedure. The gross value of the contract is nearly PLN 190 million, and the total financing of the investment is based on funds from the Government Strategic Investment Programme (PLN 250 million) and a grant from the Upper Silesian and Zagłębie Metropolitan Area (PLN 11 million).

The scope of work includes the design and construction of more than 6.7 km of new road layout – including 4.6 km of class G road and 2.1 km of class Z road – together with the extension of the DK94, the construction of an intersection with traffic lights and three engineering structures over active railway lines, including broad gauge line 65.

– This is a historic moment for our town,” says Sławków Mayor Rafał Adamczyk. – We are embarking on an investment of a scale that the Sławków local government has never undertaken before. It is a massive and complicated undertaking which, I am convinced, thanks to good cooperation with government and industry partners, will lead us to our goal. We plan to start construction work in the spring of 2027 and to complete it by January 2029 at the latest.

The new road system is not only expected to improve the transport of goods to and from the transshipment terminals, but also to relieve local roads of heavy traffic and improve the living conditions of the residents of Sławków and Dąbrowa Górnicza. The regional authorities have no doubts about the scale of the project’s positive impact.

– Two months ago an agreement was signed in Sławków on the expansion of the Euroterminal, and today we have another reason for satisfaction,” emphasised the Silesian governor Marek Wójcik. – This is already the second strategic investment being made in the city. It means not only the development of the region and an improvement in transport accessibility, but above all the smoothing of traffic, which the residents have been waiting for for a long time.

A representative of the contractor, MIRBUD S.A., one of Poland’s leading road construction companies, also made no secret of his satisfaction with the task.

– Expansion of the road infrastructure around the Euroterminal in Sławków is a project of exceptional importance – not only regionally, but also nationally – emphasized Jerzy Mirgos, President of the Management Board of MIRBUD S.A. – We are happy that as a Polish company we can once again participate in the development of national infrastructure and support the development of the Silesian voivodship.

During the European Forum for New Ideas in April 2025, Prime Minister Donald Tusk clearly identified Sławków as a strategic point for the national logistics system and an element of rebuilding control over the main transport routes. Confirmation of this direction came in the form of an agreement signed in May this year between the Industrial Development Agency and Euroterminal Sławków, providing for an investment worth more than PLN 108 million, of which PLN 73 million comes from the European Funds for Infrastructure, Climate and Environment (FEnIKS) programme. The project includes the expansion of transhipment and storage infrastructure and aims to create the region’s largest logistics hub.

The construction of the link is not just about improving the local road system. The project is part of a wider strategy to develop Sławków as a modern logistics hub in the TEN-T system and on the route of the New Silk Road. The transshipment terminals in Sławków – owned by PKP LHS and Euroterminal Sławków – are handling an increasing volume of cargo, and their importance is growing both regionally and internationally.

The new road link will be the first stage in connecting the terminals to the S1 expressway in Sosnowiec. It has already been identified as a priority in the strategic documents of the Upper Silesian-Zagłęban Metropolis, such as the 2019 “Concept of metropolitan road links”. The importance of the terminals is also confirmed by a study conducted by the Sławków local government in 2023 – an analysis of the origin of the vehicles using the terminals shows that as many as 87% of them are cars registered in the GZM, and almost 10% are foreign vehicles.

The process of preparing the investment was not an easy one. The first tender, launched on the basis of the 2023 functional-utility programme, was cancelled. It was only after the project’s scope was adjusted and adapted to current financial conditions that it was possible to issue a second tender, which ended in April 2025. The consistency of the local authorities and support from the government made it possible to finalise the preparations.

Today, Sławków is becoming a symbol of a modern approach to intermodal transport – a place where rail, road and logistics come together at one of the most important points in Central and Eastern Europe. The investment in the road link not only responds to current infrastructure needs, but also sets the course for the development of an integrated, sustainable transport system in which local decisions gain a European dimension.
