Prime Minister Donald Tusk at the Sławków Euroterminal – Agreement Signed for Expansion

The Prime Minister of Poland, Donald Tusk, visited Euroterminal Sławków Sp. z o.o., a strategically important transshipment terminal located in the Silesian Voivodeship, crucial for both Poland and Europe. The Prime Minister reviewed plans for new investments at the Euroterminal in light of an agreement signed today by Wojciech Balczun, CEO of the Industrial Development Agency (ARP S.A.), and Jakub Styczeń, CEO of Euroterminal Sławków, regarding the expansion of this key logistics hub. The event was also attended by Minister of Industry Marzena Czarnecka, Minister of Infrastructure Dariusz Klimczak, Silesian Voivode Marek Wójcik, and Marshal of the Silesian Voivodeship Wojciech Saługa.

The agreement signing was also attended by ARP S.A. Vice President Radosław Niedzielski and Euroterminal Sławków Management Board Member Jarosław Świć.
The investment, valued at PLN 180 million, is a key element of the strategy to strengthen Poland’s position as a logistics leader in Central and Eastern Europe and to support the reconstruction of Ukraine.
“The expansion of the Sławków Euroterminal is a historic opportunity for Poland – we are creating the largest logistics hub in Europe here, which will become a vital link in East-West trade. By keeping this strategic project under Polish control and through investments led by institutions like ARP S.A., we are ensuring a strong role for Poland in the reconstruction of Ukraine and global supply chains. This is not only industrial development but also a golden opportunity for our economy,” said Prime Minister Donald Tusk.

Strategic Role of the Sławków Euroterminal

Euroterminal Sławków is the only terminal in the European Union located at the end of the Broad Gauge Metallurgical Line (LHS), which connects Ukraine and Central Asia with Europe. Thanks to its unique integration of wide-gauge tracks (1520 mm) with the standard European network (1435 mm), the terminal eliminates the need for cargo reloading at the border, reducing transport time and costs. Currently, the terminal handles 285,000 TEU annually, and after expansion, its capacity will grow to 530,000 TEU.
“Logistics is now a key driver of economic growth. As the Industrial Development Agency, we are carrying out a strategic investment – the largest dry port in Poland, which will become an important link in the European transport network. We have already launched the second phase of Euroterminal’s expansion, with the entire project estimated at over one billion euros, including further investment phases. This modern logistics infrastructure will be an engine not just for regional but for national growth. Crucially, the project also supports Ukraine’s reconstruction, as it is the westernmost wide-gauge hub in Europe. We have 20 hectares available for development and a potential for 50 more, enabling future expansion. We are ready to realize this project that will reinforce Poland’s position as a key logistics hub in Central and Eastern Europe,” said Wojciech Balczun, President of ARP S.A.

First Phase of Expansion (2026–2027)

The first investment phase includes:

  • Construction of a second intermodal terminal with 7 new tracks, significantly boosting capacity;
  • Installation of modern transshipment equipment to handle intermodal containers, accelerating the transport of goods from Ukraine and Asia to Europe.

Project financing will come from ARP S.A. funds (PLN 108 million), sourced from the Capital Investment Fund, and a grant from the EU’s FEnIKS program (PLN 73 million).
“Infrastructure is the bloodstream of Poland’s economy, which is why expanding the Sławków terminal is the best investment in terms of Polish logistics and transport, which is modern and key to transshipment operations across Europe. This is the heart of European logistics, and by increasing the terminal’s capacity and investing heavily, we secure a leading role in cargo handling throughout Europe,” said Minister of Infrastructure Dariusz Klimczak.

New Opportunities for the Economy

The terminal expansion will bring tangible benefits for the region and the country:

  • New jobs in the Dąbrowa Basin, including for former coal industry workers;
  • Enhanced economic importance of Poland as a logistics hub at the crossroads of East and West;
  • Strengthened cooperation with Ukraine by handling goods essential for reconstruction, including building materials, energy resources, and food.

“I’m pleased with this investment because it marks a new chapter for Silesia – a project unrelated to the traditional coal sector, aligning instead with the fast-growing logistics industry that drives today’s economy. It’s also important that local businesses – both small and medium-sized – will have development opportunities thanks to this initiative, operating in more favorable conditions,” said Minister of Industry Marzena Czarnecka.
